Este plano aprofundado destaca as redu\u00e7\u00f5es priorit\u00e1rias necess\u00e1rias nos pr\u00f3ximos 10 anos, as vias para as mudan\u00e7as econ\u00f3micas e as emiss\u00f5es de CO2 relacionadas com a energia, as oportunidades de redu\u00e7\u00e3o do metano, as medidas de remo\u00e7\u00e3o do di\u00f3xido de carbono e os benef\u00edcios da transi\u00e7\u00e3o para uma economia de emiss\u00f5es l\u00edquidas nulas. Este relat\u00f3rio inclui medidas para todas as emiss\u00f5es de gases com efeito de estufa e inclui an\u00e1lises dos sectores da energia, constru\u00e7\u00e3o, ind\u00fastria, silvicultura, agricultura e transportes.<\/p>\n\n\n\n<p><strong>O principal objetivo anunciado pelos EUA \u00e9 reduzir as emiss\u00f5es de gases com efeito de estufa em 50% em rela\u00e7\u00e3o aos n\u00edveis de 2005 at\u00e9 2030. <\/strong>A compra e a transi\u00e7\u00e3o para energias renov\u00e1veis \u00e9 um dos caminhos para descarbonizar os sectores da eletricidade e da energia. Para as institui\u00e7\u00f5es nos EUA e n\u00e3o s\u00f3, este \u00e9 um apelo \u00e0 a\u00e7\u00e3o para reduzir as emiss\u00f5es nas nossas pr\u00f3prias opera\u00e7\u00f5es; a forma mais eficaz de come\u00e7ar \u00e9 fazer a transi\u00e7\u00e3o para as energias renov\u00e1veis.<\/p>\n\n\n\n<p>Se a sua organiza\u00e7\u00e3o pretende fazer a transi\u00e7\u00e3o para as energias renov\u00e1veis, um dos primeiros passos \u00e9 compreender a terminologia subjacente \u00e0s diferentes formas de aquisi\u00e7\u00e3o de energia. Nesta publica\u00e7\u00e3o do blogue, vamos definir estes seis termos frequentemente utilizados: <strong>Compensa\u00e7\u00f5es de carbono, certificados de energia renov\u00e1vel (REC), contratos de aquisi\u00e7\u00e3o de energia virtual, contratos de aquisi\u00e7\u00e3o de energia, tarifas verdes e gera\u00e7\u00e3o e produ\u00e7\u00e3o de energia renov\u00e1vel no local.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><u>Como \u00e9 que uma organiza\u00e7\u00e3o utiliza as energias renov\u00e1veis?<\/u><\/strong><\/h3>\n\n\n\n<p>A primeira decis\u00e3o a tomar \u00e9 a forma como pretende receber a sua energia renov\u00e1vel. As institui\u00e7\u00f5es podem receber energia renov\u00e1vel de tr\u00eas formas diferentes: <strong>Compra, produ\u00e7\u00e3o ou uma combina\u00e7\u00e3o de ambos<\/strong>. Produzir energia renov\u00e1vel significa produzir energia no local, no seu campus. Comprar energia significa comprar eletricidade atrav\u00e9s de cr\u00e9ditos, contratos, tarifas ou compensa\u00e7\u00f5es. Uma vez que a produ\u00e7\u00e3o no local \u00e9 a melhor forma de receber energia renov\u00e1vel, muitas institui\u00e7\u00f5es procuram produzir o m\u00e1ximo poss\u00edvel e comprar energia renov\u00e1vel para o restante atrav\u00e9s de outras vias. Os RECs s\u00e3o frequentemente utilizados quando as institui\u00e7\u00f5es n\u00e3o podem instalar pain\u00e9is solares ou comprar energia renov\u00e1vel. Os RECs s\u00e3o tamb\u00e9m referidos como instrumentos legais porque podem ser <strong>comercializado<\/strong>, <strong>comprados em pacotes,<\/strong> e comprados com energia renov\u00e1vel para garantir a responsabiliza\u00e7\u00e3o da energia renov\u00e1vel.  Os Cr\u00e9ditos de Energia Renov\u00e1vel s\u00e3o medidos em gera\u00e7\u00f5es de 1MWh. Ao comprar RECs, est\u00e1 a apoiar financeiramente a produ\u00e7\u00e3o de energia renov\u00e1vel, a expandir as op\u00e7\u00f5es de servi\u00e7os de eletricidade e a rede el\u00e9ctrica, e a apoiar o desenvolvimento da eletricidade renov\u00e1vel.<\/p>\n\n\n\n<p>Embora a compra de energia renov\u00e1vel atrav\u00e9s de RECs possa ser ben\u00e9fica, os RECs n\u00e3o s\u00e3o uma redu\u00e7\u00e3o do seu consumo de combust\u00edveis f\u00f3sseis, mas apenas um investimento. Se n\u00e3o fez a transi\u00e7\u00e3o para as energias renov\u00e1veis, ainda est\u00e1 a utilizar combust\u00edveis f\u00f3sseis para alimentar os seus edif\u00edcios. As compensa\u00e7\u00f5es de carbono e os RECs s\u00e3o normalmente confundidos entre si, mas os principais <strong>a diferen\u00e7a est\u00e1 na forma como s\u00e3o produzidos<\/strong>. \u00c0 medida que a energia renov\u00e1vel \u00e9 produzida, s\u00e3o criados cr\u00e9ditos (1 REC = 1MWh), enquanto as compensa\u00e7\u00f5es s\u00e3o medidas em toneladas m\u00e9tricas de di\u00f3xido de carbono.<\/p>\n\n\n\n<p>Para comprar compensa\u00e7\u00f5es, \u00e9 necess\u00e1rio efetuar testes para garantir a responsabilidade. Uma forma de garantir que os seus RECs prov\u00eam de uma fonte respeitosa \u00e9 obter uma certifica\u00e7\u00e3o por uma <strong>terceiro independente<\/strong>. <a href=\"https:\/\/www.green-e.org\/\"><strong><em>Verde-e<\/em><\/strong><\/a> \u00e9 um novo processo de certifica\u00e7\u00e3o administrado pelo <strong>Centro de Solu\u00e7\u00f5es de Recursos<\/strong> e garante que os RECs s\u00e3o produzidos por uma instala\u00e7\u00e3o de produ\u00e7\u00e3o renov\u00e1vel.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><u>Tarifas verdes<\/u><\/strong><\/h3>\n\n\n\n<p>As tarifas verdes s\u00e3o programas em mercados regulados de eletricidade em que as empresas compram <strong>pacotes de energias renov\u00e1veis<\/strong> de <strong>comiss\u00f5es de servi\u00e7os p\u00fablicos (PUC)<\/strong>. A diferen\u00e7a entre as tarifas verdes e os REC \u00e9 o resultado da forma como uma organiza\u00e7\u00e3o compra a sua energia. As tarifas verdes podem ser adquiridas como <strong>pacotes de eletricidade renov\u00e1vel<\/strong> da sua comiss\u00e3o de servi\u00e7os p\u00fablicos a uma taxa fixa. Estas compras permitem uma transa\u00e7\u00e3o direta com um pre\u00e7o previs\u00edvel entre a organiza\u00e7\u00e3o e a empresa de servi\u00e7os p\u00fablicos.<\/p>\n\n\n\n<p>A partir de junho de 2020, <strong>36 programas de tarifas verdes<\/strong> s\u00e3o aprovadas em 19 estados. As tarifas verdes s\u00e3o \u00f3ptimas para as organiza\u00e7\u00f5es que pretendem adquirir grandes quantidades de energia renov\u00e1vel a partir de um projeto local de energia renov\u00e1vel, muitas vezes dentro da sua pr\u00f3pria rede. Exemplos de organiza\u00e7\u00f5es bem conhecidas e de grande dimens\u00e3o que utilizaram as tarifas verdes s\u00e3o a Apple e a Google. A EPA organizou um <a href=\"https:\/\/www.youtube.com\/watch?v=8edyttij9eg\">webinar<\/a> com o objetivo de compreender o Programa da Tarifa Verde. Existem v\u00e1rias formas de utilizar os contratos de aquisi\u00e7\u00e3o de energia: <strong>f\u00edsico<\/strong>, <strong>tarifas verdes e CAE virtuais<\/strong>. Os CAE tornaram-se recentemente populares entre as empresas que consomem grandes quantidades de energia. De facto, o n\u00famero de contratos CAE inferiores a 100 MW duplicou entre 2017 e 2019.<\/p>\n\n\n\n<p>Os contratos de aquisi\u00e7\u00e3o de energia f\u00edsica referem-se ao contrato entre as grandes empresas e o promotor do projeto para fornecer eletricidade ao comprador. Dois tipos espec\u00edficos de CAE f\u00edsicos s\u00e3o os contratos no local e os contratos fora do local. Quando uma empresa assina o contrato, um promotor terceiro concebe, instala, mant\u00e9m e financia um projeto de energias renov\u00e1veis. Um <strong>contrato de aquisi\u00e7\u00e3o de energia no local<\/strong> \u00e9 um contrato em que uma organiza\u00e7\u00e3o recebe um fornecimento direto de eletricidade renov\u00e1vel. A eletricidade pode ser produzida no mesmo local onde ser\u00e1 utilizada (\"on-site\"). O consumo da empresa normalmente dita a forma como a energia \u00e9 comprada ou utilizada.<\/p>\n\n\n\n<p>A <strong>contrato virtual de aquisi\u00e7\u00e3o de energia<\/strong> \u00e9 um novo tipo de op\u00e7\u00e3o de compra de energia renov\u00e1vel que se tornou popular recentemente. Os PPAs virtuais s\u00e3o uma varia\u00e7\u00e3o de um PPA em que o comprador recebe RECs a uma taxa de pre\u00e7o fixa para o custo da energia produzida. A eletricidade \u00e9 fornecida atrav\u00e9s da rede p\u00fablica. As empresas que utilizam CAE fora do local t\u00eam flexibilidade para encontrar um fornecedor de energia renov\u00e1vel perto da sua \u00e1rea. Neste acordo, o comprador n\u00e3o \u00e9 propriet\u00e1rio e n\u00e3o \u00e9 respons\u00e1vel pela eletricidade produzida pelo projeto.
